Cooperation in Hazard Detection, Situational Awareness and
Critical Infrastructure

Project Rán is also aimed at authorities, institutions, maritime security actors, associations, public bodies and political dialogue partners dealing with energy supply, critical infrastructure, maritime security, resilience and defence capability. The importance of this field is growing. Offshore wind farms and maritime infrastructure are not only energy assets. They are part of a larger security and supply area. They are protected objects, risk objects, sensor carriers and sources of information at the same time.

Government authorities and competent bodies are already addressing the question of how offshore infrastructure is better integrated into hazard detection, situational awareness and security architectures. This includes technical monitoring, radar and sensor data, operator communication, maritime security centres, structured event documentation and cooperation between private operators and competent bodies.

Project Rán fits precisely into this development. The project understands maritime infrastructure not only as an object to be protected, but also as a possible component of a better situational picture.

Offshore structures carry sensors, provide data, document events and support defined handovers to competent bodies. Project Rán relies on orderly cooperation with operators, industrial partners, authorities and competent bodies. Depending on the country, legal framework and project structure, tasks are performed on mandate, under supervision, in cooperation or on the basis of special statutory or contractual arrangements.

HUB67 is open to cooperation models in which public bodies, operators and project partners assume coordinated tasks and bring together security-relevant information in a structured manner. For authorities and public bodies, Project Rán fulfils several functions:

  • better situational awareness in the vicinity of maritime infrastructure
  • technical verification of suspicious events
  • standardised documentation
  • structured incident packages
  • defined data and handover formats
  • cooperation with operators and security services
  • integration of suitable sensors
  • pilot models for critical infrastructure
  • compatibility with maritime security centres and competent bodies

The control centre forms the central node. It consolidates sensor information, supports standardised workflows and enables the integration of external bodies through defined handover formats.
Automated measures remain under human control and are stopped, aborted or manually taken over when the process or situation requires it.

Project Rán connects technical systems, operator interests and public security interests. The benefit lies not only in detecting a single event, but in the structured connection of detection, verification, documentation, forwarding and institutional compatibility. HUB67 seeks exchange with authorities, institutions, security actors and public bodies dealing with maritime critical infrastructure, energy supply, hazard detection, offshore security, resilience or defence capability.
