Protection, Monitoring and Operational Relief

Operators of maritime energy and infrastructure assets face a particular challenge: their facilities are widely distributed, difficult to access, dependent on weather conditions and at the same time commercially and security-relevant. Offshore wind farms, substations, ports, coastal infrastructure, subsea cables and maritime energy assets require structures that detect anomalies early, verify events quickly and prepare decisions in a traceable manner.

Not every suspicious event immediately justifies costly mobilisation of vessels, personnel or
specialist service providers. At the same time, a relevant event must not be detected too late or
documented inadequately. Project Rán operates precisely within this field of tension.

Project Rán connects early warning, technical verification, documentation and orderly forwarding. Sensors and maritime situational information help detect anomalies. Drones, optical systems and further technical components support rapid verification. A control centre brings the information together, documents procedures and prepares structured decisions.

For operators, this creates practical benefits:

Project Rán improves the protection chain consisting of detection, verification and response. The economic effect arises in particular from fewer unnecessary deployments, faster situational assessment, better documentation, higher availability and clearer decision-making pathways.

Scenario calculations for offshore wind farms with capacities of 600 MW and 1,000 MW, as well as the concrete example of the “Hollandse Kust Zuid” wind farm with an operating capacity of 1.529 GW, show that even the reduction of unnecessary mobilisations and faster situational assessment can have a significant economic effect. The specific values depend on park size, location, mobilisation costs, electricity price, system scope and operator structure.

In principle, subject to the individual project and operator agreements, HUB67 provides for a structure under which essential investment and integration costs are initially pre-financed by HUB67 or by a project structure. Settlement by the operator takes place after completion, acceptance or commencement of operation.

On the basis of these conservative working assumptions, the reference model results in an annual net relief for the operator of approximately €3.20 million after HUB67 remuneration. With technical investment and integration costs of approximately €10.16 million and an illustrative pre-financing period of 18 months with a calculated capital remuneration of 10% p.a., the reimbursable investment amount is approximately €11.70 million. The calculated operator amortisation period is therefore approximately 3.6 years.

Over a ten-year contractual term, after recovery of the initial investment including pre-financing remuneration, a cumulative economic net effect of approximately €20 million remains in favour of the operator. Project Rán is therefore not only a security and resilience project, but also an economically traceable operator model.

For operators, this means: Project Rán not only increases security, but creates an economically traceable operator logic. The solution is measured against real operator questions: fewer unnecessary deployments, faster situational clarification, better documentation, higher availability, better insurability and authority-facing capability, and scalable operating processes.
